All manuscripts are reviewed by at least two editors. Why is there a need for the Review? In our experience, this review duplicates no other current publication. Some scholarly journals specializing in education policy reflect a bias against measurement and against basing policy decisions on measured results. Other publications are essentially house organs for think tanks or government-funded research centers. Too often, in our view, they publish articles based upon ideological agreement or mutual self interest. The test of whether a piece is relevant to the Review is whether it would help policy-makers make better decisions--policy-makers such as school board members, legislators, and citizens and parents wishing to influence policy. Underlying this review are two propositions about consistent improvement in education: improvement requires the consistent, ongoing measurement of outcomes; and better policy decisions are based on the evaluation of such measurement. Open access journals do not charge readers or their institutions for access. Borrowing from the Budapest Open Access Initiative (BOAI) definition, we grant the right of users to "read, download, copy, distribute, print, search, or link to the full texts of these articles."
